Both entities offer budget billing to assist you in paying your bill. It is calculated by taking an average of the total bills of the prior year and dividing by 12. City of Rio Rancho, 3900 Southern Blvd., Suite 206, Rio Rancho / 896-8715 Unlike the City of Albuquerque, the City of Rio Rancho bills you for water and sewer, while Waste Management bills for refuse. The refuse bill charges for 6 months of service at a time and runs about $10/month. The City of Rio Rancho will charge a $50 deposit for new water & sewer service, unless you can provide them with a Letter of Credit for prior service. Waste
